It was an amendment designed to deal with equal rights in regards to economic situations of people like employment and protection in public and things like that and when it seemed the Amendment would get ratified, Phyllis Schlafly managed to get enough people against it by talking about possible female drafting into the military and similar things and the amendment failed.
