Earl of Shaftesbury was a member of the British Parliament that visited a factory to overlook child labor. Earl of Shaftesbury said that the atmosphere of the factories was poisonous, that the kids had 13 hours of work with only 15 minutes of rest. He said that no word could describe the cruelties he saw in Yorkshire in 1838, he believed that child labor was degrading because of the prolonged hours of labor.
