I'd go with the jungle, because the canopy of the trees keep the sun from hitting the jungle floor so the sun can't get to the stored water. The desert is also a good one because the desert so dry already that theres not really any moisture to evaporate, but whatever moisture is there evaporates almost instantly. The florida wetlands, although wetter than than the jungle get more sun than the jungle evaporating more water. London, England has less coverage than the jungle or the wetlands so it evaporates even more than both.
