Pax Romana was a time period where the roman empire saw great peace both in Rome, and the empire as a whole.  A key part to this was public entertainment, like the gladiator matches in the colosseum.  This helped to keep the public content and helped the central government consolidate popularity and power.  They could use this power to reenforce their rule and keep the peace.
