What does "Ou^" mean? The "^" is above the "u" by the way. Also what does A' mean?

À means "To"

ou^ = where  for example : je vais au cinema ou^ je rencontre mon ami 
à= it's a preposition it can means ; at ( à l’école ) to ( à paris )...
