What does the metaphor " the interstate was a parking lot at rush hour" means?

It means the interstate was filled with cars not moving because they were stuck in traffic. Since the cars were not moving on the interstate it looks like they were in a parking lot at rush hour

It means that the interstate is packed with cars at rush hour. Everyone is speeding somewhere.
