You need to do a prime factor tree. See the attached photo! Basically you divide 24 into its factors eg. 6 x 4 or 12 x 2 etc. You then divide these numbers further, until you only end up with prime numbers. So the answer would be 2 to the power of 3 x 3 (index form basically means organise in powers) hope this helps. If not let me know!!
