The phase of mitosis during which the mitotic spindle begins to form is PROPHASE.
During prophase the nuclear envelope is breaks down and this results in the chromosomes becoming dispersed into the cytoplasm. The chromosomes then condenses and become visible. After all of this, and more importantly, the mitotic spindle fibers begin to form.
