There are two levels to this:

the lowest level is:
Quarks and electrons are fundamental particles (they cannot be broken down into smaller particles). Quarks come together in groups of three to make Protons and Neutrons.

The second lowest level is:
Protons and neutrons surrounded by a cloud of electrons makes the structure of an atom (or single element on the periodic table).
