Why does bolivar believe that spain's efforts to hold on to its american territories are doomed??

I believe it's because Bolivar believes that Spain’s efforts to hold onto the American territories are doomed because in South America, the distance from Spain was too great. There was absolutely no absolutism, and societies gave men natural rights.
