It would be easier to drink from the straw on mars. When we drink using a straw, we withdraw air which reduces the pressure on the liquid inside. If only .007 ATM is exerted on the liquid in the glass, then it will take only a tiny reduction in the pressure inside the liquid to make the liquid rise.
