I believe your problem is the following
"Find the value of y when x equals 33. The table shows a proportional relationship between x and y. When x=9 ,y=6 "
If we have that x divided by y --> x/y = 9/6
then .....y = x*6/9........... with x = 33 , then y = 33*6/9 = 22
