y = -4x - 9 
The new line has the same slope as the one above, that is - 4
A y intercept means the point (in this case) is 0,3 [The x value is 3]
 
y = -4x + b Now use (0,3)
3 = 0 + b
b = 3

y = - 4x + 3 is the line you want.
