A dominant group does not have to be a majority because dominance is determined by "power and privilege".

Dominance is the power and privilege an individual or a group has on the rest. It is quite possible that an opinion might hold majority view but cannot be admitted the dominant view for example in a tribal chain of command even if the majority holds a view it can be negated by the tribal head on the basis of dominance.
